City Government

Terrell is a home-rule city with a Council / Manager form of government. The City Manager is the chief executive and administrative officer of the city.  The Administration Department oversees city activities, appoints department heads and employees, and makes recommendations to the City Council for action in matters concerning the City of Terrell.

The department provides information for the Council, ensures the enforcement of city ordinances, state and federal laws, reviews and supervises department operations, management policies, and city regulations, and presents the annual budget.

City Changes Water supplier to NTMWD

(September, 2006) The new Terrell Westside Water Pump Station and ground storage tank facilities will start operating soon and Terrell will be using water from North Texas Municipal Water District (NTMWD). The water supplied by NTMWD will be from Lake Lavon. Existing customers in Terrell may notice a transition from the Terrell City Lake water. NTMWD is obligated to treat and provide the highest quality of water to its customers meeting all standards established by state and federal water quality rules. If any of the customers of Terrell need any additional information or have any questions on their water, please contact the personnel at the water treatment plant at any time at (972) 551-6635. The Terrell Water Treatment Plant will be kept operating a minimum of 120 days during this time.

The water supply contract with NTMWD was approved in April 2004 to supply treated water to Terrell and also required Terrell to use a Water Conservation and Drought Contingencies Plan similar to the one NTMWD uses. Several cities in Kaufman County and the surrounding area receive water from NTMWD including Forney, Kaufman, and Crandall.

The existing Water Conservation and Drought Contingencies Plan will be replaced with a new Plan comparable to the NTMWD Plan. The current Plan will no longer have valid triggers when the change to NTMWD water occurs.

Upgraded Water Safety Program Initiated

(June, 2006) The City of Terrell is in the process of upgrading their current backflow prevention and management program to provide the highest level of protection possible for the City’s water supply. In accordance with TCEQ standards, records for specified data on backflow prevention assemblies must be maintained. There is also a need to eliminate any existing or potential hazards (cross-connections) that could pose a health hazard to the public water supply.

In order to implement a best practices program, The City has contracted with Backflow Solutions Inc.

BSI will physically inspect all non-residential properties, as well as conduct a mail survey to all residences, in an effort to ensure that any apparatus with the potential to introduce chemical or biological contaminates into the drinking water supply is either not connected to the water supply or is protected by an approved backflow prevention device. Once all the backflow prevention assemblies and cross-connections are discovered some water customers may need to install a backflow prevention assembly if the existence of a cross-connected health hazard is discovered. In addition, BSI will generate notices to make certain testing is being performed in accordance with TCEQ standards. BSI will be mailing educational materials to all of Terrell’s water customers.
